Establishment

The Municipal Water Supply and Sewerage Company of Hersonissos (D.E.Y.A.H.) with administrative headquarters at the facilities of the Malia Wastewater Treatment Plant of the Municipal Unit of Malia of the Municipality of Hersonissos, in its current form has resulted: 

  • From the merger of the old D.E.Y.A. of Malia with the old D.E.Y.A. of Hersonissos (Government Gazette 812/10-05-2011/Issue B).
  • From the expansion to the Municipal Units of Gouves & Episkopi (Government Gazette 1030/04-04-2012/Issue B) where water supply - sewerage were served by the old Municipality of Gouves, the old Municipality of Episkopi and the Association of former Communities of Episkopi, Anopolis, Ano and Kato Vatheia.

The Municipal Water and Sewerage Company is a Legal Person governed by Private Law with non-profit, non-profit and shall be governed as to the administration, organization, execution, operation and maintenance of the projects within its jurisdiction, as well as its sources of funding from the provisions of law. 1069/1980 "on incentives for the creation of enterprises of water supply and sewerage". For all other issues, apply the provisions of law. 3463/2006 "Ratification of the Code of Municipalities and Communities", in the N. 3852/2010  and the rules of the private economy (article 1 para. 1 of n. 1069/1980). The company is managed by a Board of directors consisting of eleven members.

The capital of the Enterprise, which amounted to the sum of €5,571,549.71, originated from property which the Municipalities of Hersonissos and Malia contributed during the establishment of the merged enterprises.

With its constitution and according to the provisions of Law 1069/1980, an entity was created with administrative and financial autonomy and flexibility, which deals radically, methodically and long-term with the entire water supply and sewerage system in its area of competence, with the exploitation and operation of related water supply and sewerage works and ensures the financing of these projects from European and National resources, the Public Investment Program, from lending, as well as from own resources, as provided in favor of the Enterprise by Law 1069/1980 (article 1 par. 2 Law 1069/1980).

 Purpose − Exploitation

The purpose of the Enterprise is the exercise of every nature of activity of the water supply and sewerage circuit of the area of the Municipality of Hersonissos and more specifically:

(a) the production, management and distribution to consumers of the product/item is called the 'water intended for human consumption", as defined in the applicable legislation, 

(b) the collection, transport, treatment of urban waste water from the consumers of the Municipality of Hersonissos and the production of treated wastewater suitable for safe disposal to the environment", as defined in the applicable legislation, in most cases, it is available free of charge and for irrigation of olive trees.

c) the study of projects, construction, maintenance, exploitation, administration and operation of water intake works, water treatment works, water transport networks, water supply distribution networks, sewerage networks for foul and rainwater, urban liquid waste treatment units, treated wastewater disposal networks, as well as units similar to its activity, such as energy saving and production systems for self-consumption, intelligent control and management systems of water supply-sewerage facilities and others.

Revenue Sources

In accordance with article 1 of the law 1069/1980 on charitable and non-profit character of DEYA, as well as the provisions of the Decision of the National Commission of Water, JMD 135275/19.05.2017 (government GAZETTE B|1751/22-05-2017), "Adoption of general rules costing and pricing of water services. Method and procedures for the recovery of costs of water services to the various uses of", the resources of the company are derived exclusively:

  • From the mandatory recovery of the cost of water supply-sewerage services, through the provided water supply - sewerage fees.
  • From the funding of investments – water supply sewerage projects through the participation of the enterprise in co-financed programs by the European Union as well as from National Resources of the Country through the Public Investment Program.

Today, DEYA of Hersonissos manages approximately 18,500 water meters through which 27,229 permanent residents are served, according to the ELSTAT 2021 census, to whom, however, the visitors - tourists staying in the tourist accommodations of the area during the summer period should be added, and who increase the actual population to over 53,000 residents.

Significant Distinction
DEYA of Hersonissos, through Decision U-62/2025 (ADA: ΡΗΛ0ΙΔΞ-ΩΣ5) of the Water Branch of R.A.A.E.Y., acquired its Management Adequacy from the Regulatory Authority for Waste, Energy and Water (R.A.A.E.Y.).

The acquisition of adequacy carries great weight as based on it, DEYA of Hersonissos was found to meet the required criteria of administrative, management, operational and technical adequacy according to international good practices of financial sustainability as provided by the Law.

Holding management adequacy is now a necessary prerequisite for the submission of proposals and securing funding. This significantly strengthens DEYA of Hersonissos, allowing it to utilize funds for the continuous improvement and upgrade of water supply and sewerage infrastructure.
